Confirm charter, licenses, regulatory standing, permitted activities, jurisdictions, product authority, financial capacity, and alignment with the intended member experience.

Consumer and compliance controls

Evaluate complaint management, fair treatment, marketing approval, error resolution, sanctions and financial-crime controls, privacy, accessibility, recordkeeping, and change management.

Security and resilience

Review identity and access management, encryption, testing, incident response, business continuity, subcontractors, data location, recovery objectives, and independent assurance.

Contract and accountability

Define ownership of funds and records, service levels, audit rights, complaint routing, incident notice, regulatory cooperation, insurance representations, termination assistance, and responsibility for member communications.

Ongoing oversight and exit

Monitor performance, complaints, incidents, financial condition, control changes, and regulatory developments. Maintain a tested transition and data-return plan.
